			<content:encoded><![CDATA[<p>The months of anxious waiting for the evaluation of the candidature of Powerchair Football for the Paralympic Games gave way to a sense of disappointment as the results of the bidding were just announced by the International Paralympic Committee. Powerchair Football was not selected to join the Rio 2016 Sports Programme. FIPFA President Hervé Delattre, in Guangzhou for the results and the opening of the Games, nonetheless was up-beat and spoke with a sense of hope: “FIPFA is still a young Federation and we made a great deal of progress in preparing our excellent bid for the Paralympics, which will help us for the next time. The FIPFA World Cup, Paris 2011 is taking place in less than a year. It is our flagship event and we look forward to a great event at which I hope to see Paralympic officials attend to see what they will miss at Rio!”</p>
<p>FIPFA was also represented in Guangzhou by its Asia Zone President; Hiroshi Takahashi. “Our eyes are on the thousands of athletes here for the Asian Paralympic Games. Many of those competing are also quite familiar with Power Soccer (Powerchair Football) and play it already. I hope one day soon we can see our exciting sport widely appreciated in the Paralympic Movement.”</p>
<p>The FIPFA bid document was reviewed by the International Paralympic Committee Governing Board at its meeting in Guangzhou, China at the start of the Asian Paralympic Games. There were many strong points to the bid, but apparently not enough to push through Powerchair Football as the first electric wheelchair Paralympic Sport. Several thousand athletes with severe and multiple impairments who use an electric wheelchair for their daily living take part in this team sport around the world.</p>

			<content:encoded><![CDATA[<p>The goal to develop Powerchair Football in Asia and the Pacific grows from our delight seeing so many people interested in our sport in that Zone – players, coaches, referees, classifiers and supporters!  We believe that in terms of potential success, the game will grow rapidly in several countries in Asia and the Pacific, so that together we can achieve the criteria for becoming an IPC sport. Even though we know this process can be long, we are on our way! FIPFA Development Commission assistance to Asia and <span id="more-1121"></span>the Pacific has become even more effective thanks to international cooperation between the commission, the Singapore Disability Sports Council and the Asian Disability Classification and Research Centre. An exciting sports training event organized jointly by these partners and hosted in Singapore is the first fruit of this cooperation. A “FIPFA Instructional Workshop” takes place in Singapore 26 – 30 April 2010. Some places are still open for other countries of the Asia and Pacific Zone. Details are on the information sheet online, and a form is included for you to register your interest in attending. A more detailed programme has been developed by FIPFA Sports Department; to be sent out to those who will attend. This instructional workshop is designed for people wishing to start Powerchair Football but who have little or no specific experience of the game. Special training tracks are planned for players and coaches on the one hand, as well as for referees.  There will be an introduction to classifier issues and a session on the management and international relations of Powerchair Football.</p>
<p>The workshop is a great opportunity for you to discover our game and so gain a basis to help get you started. If you cannot attend, look out for more feedback on the website.</p>

			<content:encoded><![CDATA[<p>The city of <a href="http://www.staypoland.com/about_zamosc.htm">Zamość</a> in Poland is 60km from the border with Ukraine, it has been a multi-cultural centre of learning and progress in Europe from its founding in the sixteenth century. It is also the furthest place to the south-east of FIPFA’s Europe Zone (as far as we know) to have a Powerchair Football club!<span id="more-1113"></span></p>
<p>The remarkable “<em>Association of Help for Disabled Children in </em>Zamość” called “<em>Step-by-Step</em>” hosts a club, as part of its holistic approach to the conductive education, health and development of disabled children and young people in the region. You can see their sports performance on the morning of Saturday, 5 December 2009 in the photo gallery slide show on the<a href="http://www.fipfa.org"> FIPFA home page</a>, or you can go<a href="http://www.spdn.pl/en/projects.html"> <em>Step-by-Step </em></a>.  Powerchair Football development is one of the many aspects of the technical cooperation ongoing between the Association in Zamość and the “<em><a href="http://www.percyhedley.org.uk/academy/powerchairfootball.asp">The Percy Hedley Foundation</a>”</em> in the United Kingdom, a centre of excellence in Powerchair Football.</p>
<p>FIPFA President Herve Delattre and Secretary General Robert Thomson were invited by “Step-by-Step” founder Dr. Maria Krol. Maria and her assistant Kinga Rybczyńska organised an information session on the scope, purpose and related aspects of the growing sport of Powerchair Football at the time of a national Boccia gathering.  Thirty representatives and athletes from centres around the country attended the session, which was an opportunity to provide insight into Powerchair Football as a sport that is open to and widely played by athletes with the most severe physical impairments of both sexes and all ages. The short and informal session included the showing of the video introduction to FIFPA and the sport of Powerchair Football. The technical and institutional requirements of Powerchair Football were explained to the gathering of of the nine Polish centres. They were especially interested to hear about the new developments with regard to the Paralympic movement. Numerous questions were asked about who plays Powerchair Football, how integration goes with both male and female athletes, younger and older, with severe and often multiple impairments. Much discussion arose concerning adapting electrically powered wheelchairs in everyday use compared with especially designed sports chairs.</p>
<p>The meeting organisers gave a full description of the opportunities for disability sports and related disciplines in Poland. Clearly, the cost of acquiring a chair is relatively high in relation to purchasing in Poland, where there are many financial and social obstacles to integration.</p>
<p>Disability sport is only one of the many aspects of “<em>Step-by-Step</em>” &#8211; more interesting insights into its work have been recognized by an <a href="http://www.eeagrants.org/id/1088">inter-governmental body</a>.</p>
<p>FIPFA looks forward to greater involvement of Polish clubs and athletes in international competition, we will warmly welcome a Polish national organisation of power chair football into the activities of FIPFA.
